The Parish Meeting
A parish meeting serves as a local gathering where residents within a defined geographical area, often known as a civil parish, come together to discuss and address various community matters. The legal purpose is defined under the Local Government Act 1972.
Moorlinch has a Parish Meeting. The Parish Meeting is the principal forum for community involvement and decision-making. The legal purpose of a parish meeting includes:
- Discussing Local Issues: Parish meetings provide a platform for residents to discuss and express their views on various local issues affecting the community. This can range from planning applications and local amenities to concerns about public services.
- Setting Priorities: Residents at a parish meeting have the opportunity to identify and prioritise the needs of the community. This can influence local decision-making and guide any future actions taken by higher-tier local authorities.
- Financial Matters: The parish meeting may have the authority to consider and approve financial matters related to the parish precept, which is a local tax collected by the principal authority on behalf of the parish for its use. Currently Moorlinch does not set a precept but raises funds locally on an as needed basis.
- Representing the Community: The parish meeting may appoint representatives to higher-tier local councils or committees, ensuring that the voice of the community is heard at broader levels of governance.
The overarching goal, however, is to provide a democratic and participatory forum for residents to actively engage in the governance of their local community.

The Chairman : Anne Farmer (Since 2023)
HelIo I’m Anne Farmer. I’ve lived in Moorlinch since 1991, when my husband Peter and I took over Moorlynch Vineyard, making and selling wine for 12 years. We moved from Guildford where I was a teacher – and it was an extremely steep learning curve!
I now provide workshops and offices at Spring Farm.
I’ve been involved in village life, helping on the Church Hall and Moorlinch Good Neighbours committees, providing drawings for two local magazines, working on the Moorlinch Book and Millennium and Queen’s Platinum celebration events and co-running Moorlinch Art Group.
Still finding my feet as the new Chairman of the Parish Meeting. And I still think Moorlinch is an amazing place to live.
The Clerk : Lis Oliver (Since 2023)
Hi, I’m Lis Oliver and I’m the current Moorlinch Clerk. Originally from London, I made the decision to move to the beautiful South West and Moorlinch in July 2015. So now feel fully integrated into the Moorlinch community. It was a great decision.
I’ve had a variety of jobs over my life as a Secretary or Administrator of some sort. In the world of TV in London, a School and Steel Institute in Surry, Estate Agency and Conservatory showroom in Berkshire to name just a few. So you see, admin is in my blood in a variety of guises, but now happily retired and living the ‘rural dream’ here in Somerset. Hopefully all this will aid me in my new voluntary role as Moorlinch Clerk.
